What Does a Public Adjuster Do?

A Public Adjuster works for the policyholder, not the insurance company.

They represent homeowners, business owners, or property managers after they’ve suffered damage from storms, fire, water, or other covered events. A PA:

  • Inspects the property damage

  • Reviews the policy and determines coverage

  • Writes or reviews the damage estimate (often using Xactimate)

  • Communicates directly with the insurance company

  • Negotiates the best possible settlement for the client

While contractors, insurance adjusters, and engineers all play a role, the Public Adjuster is the one person entirely on the client’s side — making sure nothing is missed and the claim is handled fairly.


How Do You Become a Public Adjuster?

The process varies slightly by state, but here’s the general path:

1. Meet the Basic Requirements

  • Be at least 18 years old

  • Pass a background check

  • Be a resident or non-resident (varies by state)

2. Study for the Exam

You'll need to understand:

  • Insurance policies and laws

  • Property damage and construction basics

  • Ethics, negotiation, and claim documentation

Some states (like Florida) require a pre-licensing course, while others allow self-study.

3. Pass the State Licensing Exam

Once you’re ready, you’ll schedule your state exam. You may also need to take a state-specific law test.

4. Secure a Surety Bond

This protects clients from fraud and is required in most states.

5. Complete an Apprenticeship (if required)

For example, Florida requires a 6-month apprenticeship under a licensed firm before you can get your full license. It's one of the most difficult states to become a PA.

6. Apply for Your License

After meeting all the criteria, you’ll submit your application through your state’s Department of Insurance or licensing system.
